If rain is God crying, what is a hurricane? I hate to over think this stuff, but if God made the hurricane, He knew what he was doing and praying for a particular outcome seems contrary to God's actions. We know He promised not to wipe us all out again after the Noah's Ark incident so His message is more likely to be something about realizing what is important and, following directions (a teacher's little brand of heaven).
